We are looking into how we can resolve this.
For now, we have disabled the creation of free accounts.

12:44: We have made a number of configuration changes and will see if this is sufficient.
15 Dec 11:26: The configuration changes made last Friday have been deemed stable. Unfortunately we've had numerous reports regarding slow performance.
We're going to review any changes made, and will update the machine accordingly.
